Go to Advanced > Devices > Onboard Devices. Uncheck the box to disable Bluetooth. Press F10 to save and exit BIOS. Shutdown the Intel NUC. Remove the power cord from the Intel NUC, then reconnect it. Turn the Intel NUC back on and press F2 during boot to enter BIOS Setup again. Go to Advanced > Devices > Onboard Devices.

That's a different issue entirely. OP said it was installed and could see some devices but not connect, which meant the signal strength was weak. Yours is not connected to the motherboard correctly or something is disabled in the BIOS preventing it from communicating with the operating system.

Bluetooth for whatever reason runs on a USB port on these cards. You must run a cable between the card and the motherboard. There must be some reason they do not run it over the pcie slot but most function this way. If you do not run this cable or if there is some kind of defect in the cable the bluetooth will not run.
Just installed new MSI x570 Tomahawk Wifi MB. According to spec, it has Intel® Wi-Fi 6 AX200 module, which is supposed to support WiFi and Bluetooth 5.1. Once I installed Windows 10 x64 (clean install, no drivers) - I did not see any Bluetooth devices. Once I installed Bluetooth driver from MSI website - nothing changed.
